Richard is currently the Leader of the Opposition on Monmouthshire County Council and has led multiple campaigns to keep council tax low and secure the future of vital frontline services.
Richard was first elected as the councillor for Mitchel Troy in 2017 and was re-elected in 2022 for the new two-member ward of Mitchel Troy and Trellech.
Richard is a former Leader of the Council and before that served as Cabinet Member for Education and Leisure, during which time he opened two new secondary schools in the county, secured the future of smaller schools and undertook a major review of secondary school catchment areas designed to help keep peer groups together on the transition from primary school.
He has led multiple campaigns to protect local services including the campaign to prevent the downgrading of Monmouth Library, campaigning for a new ambulance station in Monmouth and reinstating a local provider for the county's dairy contract.
Richard has a background in modern European languages and have a degree in French and Spanish.
